    When Gramm-Leach-Bliley (GLB) was enacted in 1999 it appeared targeted primarily towards the banking industry. The Safeguards Rule, the portion of the Act that specifically addresses confidential customer data, is very broad in its reach and extends well beyond traditional “financial institutions.”

    The Federal Trade Commission says:

    “...the Rule applies to all businesses, regardless of size, that are “significantly engaged” in providing financial services or products. This includes, for example, check-cashing businesses, payday lenders, mortgage brokers, nonbank lenders, personal property or real estate appraisers, professional tax preparers, and courier services.”
